Enchanted Weapon Spell Bug (IWD:EE)

Hello,
I recently purchased a scroll of Enchanted Weapon, a level 4 enchantment/charm spell, from the mage in Kuldahar. My Invoker, who is not forbidden from that school in IWD:EE, can cast the spell from the scroll but the game does not give me the option to learn it.

This makes no sense for the following reasons:
  1. I am capable of casting 4th level spells
  2. I have space in my spellbook, in fact I haven't learned any 4th level spells yet
  3. I can learn other 4th level spell scrolls, even other enchantment/charm ones
  4. I have an 18 Intelligence
  5. My bard CAN learn the spell, it's just my Invoker who can't

I have included my save file. The scroll is in the Invoker's inventory. I am not running any mods. Is this a bug in the game or a bug in just MY game?

    The spell incorrectly has the specialist restrictions set for BGEE/BG2EE instead of IWDEE.

    Ah! Where do I find those restrictions? I looked all over the scroll and didn't see anything restricting Invokers in Near Infinity. Is there somewhere else I should be looking?

    Go to the spell, look for exclusion flags. Not the scroll, with it's "unusable by" kit flags. Those should match, but don't in this case.
