I think there is information (check journal) that says Waukeen's Promenade is a good start. I think you should go and talk to merchants there. I wouldn't be surprised if Mira was the one you should talk to? If no, then talk to others as well She will then say that she is unsure if the good ever reached the city, so City Gates should be your next stop.
I go to city gates but i can speak about the oil with the soldier. i dont know what can i do. (I'm sorry if I haven't expressed myself well, English is not my native language)
Remember that you should first talk to the actual merchant (at the Waukeen's Promenade) and then head to the City Gates and talk to the soldier. Apart from that, there are no other conditions, assuming you already got the quest and that's when you should talk to those characters.
I think you're talking to the wrong soldier. There should be another one standing there, the one that's talking to the smuggler in the original game, when you first see the City Gates. He doesn't have such as you quoted.

She mentioned a place with chains and prison was one of the first places I went to but I didn't find it. I've been pretty much in every building in the city as well, just cannot seem to find it.

I played through this on my last playthrough but didn't leave any feedback. I figured I would post some basic feedback regarding my experience with this mod.
There is no storyline thread that attaches this area to the game world. It's an area that you choose to visit out of curiosity. This mod consists of one new area that has various quest givers standing around.
The area art was supplied by Acifer who has impressive digital art skills however, this area is a beach. As such, there is nothing interesting to look at or explore. It's a pretty boring location in my opinion.
The quests are mostly uninspired fetch quests. For example, there is a quest to walk a couple feet and pick up an item for a child. Another quest tasks us with walking behind a tent and picking up an animal that needs delivered to a man inside the tent. Another quest has us talking to a Disney raccoon that asks us to buy something from a vendor in the bridge district and bring it back to him.
Of the quests that are available I would say the best one is the quest to collect all of the various gems. This is a bit grindy but it's a style of gameplay that the original game didn't have and it may provide some entertainment for some.
Overall, I didn't really like this mod. It felt boring to me and just bloats the city of Athkatla for no reason. I get the feeling that I just don't like the Athkatlan series of mods. Different strokes for different folks as they say.

Quest Integration- 2/5 ( characters standing around waiting to give mundane tasks, no roleplaying or deep character interaction)
Gameplay-1/5 (Nothing to explore and no combat outside of a couple single enemy encounters where you click on the enemy and they die.)
Items-2/5 (A vendor selling rare magical items that slightly imbalances the game for certain classes).

Bugs- I experienced no crashes or quest bugs.
Overall I would give this mod a "D" rating. It feels below average and I didn't get much out of it. I won't be installing it in the future. My advice would be to create a story thread that leads the party to this location. Add tasks with more substance and maybe a scripted sequence that occurs in the new area that takes the player on a ride that will leave a positive impression or add depth to the area. Maybe add a dock with a pub attached to it where you can play cards or something. Anything to keep it interesting and give the area purpose.
