Negative Speed Factor?

Can a player have a negative speed factor, for example a level 12 Kensai (-3 speed factor) wielding a dagger (speed factor 2) should equal -1

What happens when more than one character has a speed factor of 0 (or less)?

    Speed Factor is capped from 0 to 10.
    Prior to being capped, a random value (-3 to 2) is added in, so a negative speed factor will help offset any bad rolls on that value.
