What mod is this? Genie in Spellhold

So, I've just arrived at the second level of the Spellhold dungeon and in the library north of where you fight an unnamed lich I encountered a genie that I have never seen before.
He's asking for help and offers a quest regarding free will and wants me to kill "a creature" west of the book of summoning on the same level and to do it without speaking to it. Only problem is, the only creatures "west" of that book are a bunch of kobolds connected to the main quest.
I've looked pretty much everywhere and haven't found anything out of the ordinary. If I return to the genie without killing anything he asks me if I killed the creature to which I can only reply "No, I have to go". The genie replies "interesting", says my wish has been granted, gives me 20K xp and disappears.
What is going on?

Ah, I see. Do you know what the creature you're supposed to kill is? It's just weird that it doesn't show up.
Yeah, it's the granny. I think the only condition is exhausting the talks with her before heading to Spellhold (you get a unique weapon at the end of her last talk).
It's a boy and he should show up in the summoning book room if I recall correctly. I don't know why he isn't spawning for you, unfortunately.

If I checked the files correctly, it should be 9xGBoy.
