Wild Magic Surges giving opposite effect

Current Behavior: Sometimes a wild surge may state that caster's level has decreased. I have noticed with Neera casting Magic Missile that when this notification pops up, she actually casts more magic missiles than she should. Example: Neera is level 5. Neera casts magic missile: wild surge, caster level decreased by one. Neera casts FOUR magic missiles. I have noticed this happening several times.
Expected behavior: The text notifications for wild surges should accurately reflect the effect of the wild surge.

observed behavior: 4 missiles, as per a level 7 cast
Here, level was increased but lost a missile from intended behavior.
But seriously, has anyone else noticed this? Is this funkiness confined to the strange, byzantine confines of my laptop?
I must confesses I did panic.
Current behavior: The spell level adjustment report does not seem to be tied to the actual spell level adjustment that is implemented.
This is very noticeable when casting spells like magic missile and chromatic orb. Let us say for example that my wild mage is at experience level 5 and wants to cast magic missile. So he casts magic missile and the console says "level increased by 2"; anywhere from 1-5 missiles will come out of the spell. If the console says "level decreased by 1"; anywhere from 1-5 missiles will come out. This can be repeated over and over and over with or without nahal's being used and the actual result of the spell level adjustment seems completely independent from what level is reported on the console. The ONE AND ONLY time the level adjustment is constantly reported correctly is when the wild mage is using Nahal's to cast a spell that is otherwise beyond their ability. For example when casting a reckless Improved Chaos Shield at level 5 the level adjustment ALWAYS reports "level increased by 9". This is very annoying, as you could imagine, since with most spells you can't tell the actual level just by looking at the visible effects.
The level adjustment text in the console is most often wrong.
