[Bug] Charmed NPCs give no gifts

Observed Behavior
When charmed, some NPCs indicate that they are giving you a gift in the dialog but surrender no gifts (no attempts at pickpocketing). Specifically, this was observed in the residents of Beregost and Gullykin houses when charmed. The halfling in the northern most round house in Gullykin next to the brewery is a good example of clearly indicating that he's giving you something in dialog yet no items are given.

Desired Behavior
Charmed NPCs who say they are giving gifts should give them correctly.
