I've just tried this, but neither ctrl-space nor ctrl-m opens the console window in the game, does this have to be done on a certain screen or something?

It's ctrl-space. The window is a very narrow one, it replaces the skill bar. Anyway, if it doesn't work for you, you are probably doing something wrong Please double-check the syntax of the fragment you have pasted into the .ini file thoroughly.
