It doesn't just upgrade it to +5, it also adds a +20 electrical damage on every hit, in addition to it's other effects. So it deals 1d10+5 +20 electrical, save or be stunned on every hit (and lowers the save from no penalty to -4), and a 10% chance (up from 5%) for an additional 20 electrical damage.
The Zerth blade is useless. It basically requires that you use it in your off-hand to avoid losing the extra spell slots and having to re-memorize, a slot better spent for a speed weapon (for 10 attacks under IH) or a item with crucial immunities (situational).
What? In the version I used, it only goes from +3 to +5, no other ability is changed. I literally just checked, in a few rounds of combat the lightning damage never proc'd, and the description doesn't mention that -4 to saving throws either.
PS: your version does seem to be royally overpowered...
Limited by level cap would it be more appropriate to not duel class a kensai at all (finish the game as a kensai pure). What implications would this have in a export to BGEE-2. Is your level reset (assuming a begun the game at level 15 i would be too far leveled to duel-class).
Since this thread turned into a flame war about favorite OP weapon in BG2, I thought I'd try to answer the actual question posed.
You import a character into BG2 as is, with all the levels, stats, xp, and hp that you gathered in BG1, including any tome bonuses. If you are level 8 with 132k xp, 94 hp, and a 19 Str from using the +1 Str tome, you will be level 8 with 132k xp, 94 hp, and a 19 Str when you start BG2.
In original BG2, you had a chance to reset your weapon profs, but that was only because original BG1 had a very limited weapon slot selection and no weapon style. Most likely BG2:EE will import your weapon choices as well.
A fighter can only get to level 8 in BG1 because of the xp cap. A level 7 Fighter/8 Mage isn't really level 15, call it more of a 7.5. Dual classing DOES reset your xp, so you are getting the low levels over again in the new class. However, the cap is the same, so you still retain the 64k xp you needed to get level 7 in Fighter, leaving only 97k xp for your mage - stopping you at level 8. Dualling lower or pure mage can get to level 9 (135k xp).
Never seen a mod that does that to the Celestial Fury. Shrimp is right.
I also completely disagree with you regarding the Zerth Katana. It may be beaten out by a couple of weapons, but that does not mean it's useless. It remains one of the best offhand weapons in BG2, even if it is outdone in ToB.
It's outdone at the very beginning of SoA, FOR FREE...that's how you tell a weapon is useless. Yes, it has some benefits...but they're not worth having because there's several options, that are better AND easier to get (or less expensive).
It's probably the original version Item revision mod, I do remember reading that it had been toned down, but by that point, my opinion of item mods was set. I've occasionally looked through the readmes of some that came bundled with other mods, but the stuff is always ridiculous to the point I never install it.

The dual-class box is greyed out, or the box to dual to mage is greyed-out? You don't have enough intelligence to dual to mage, but I don't see why a human kensai with over 15 strength and 17 dex can't dual to thief...

Hm, the only answers I can think of are the obvious ones, like if your kensai wasn't actually human. Maybe post a picture of your character screen on the forums for people to see what's up? It might be a bug, but not one I've heard of.
Edit: Wait, what alignment is your Kensai? If he's Lawful Good, that's the reason why you can't dual to thief.
awwwwwwww man I didnt even think about that what a dumbass. Ok so what is the highest alignment I can be and still convert to thief. Its a good thing I didnt get to far in sigh.
I played a bit with a kensai to see how they work in BG1. You can get grandmastery with a dual-classes kensai!
If you go to level 6 or 7 as a kensai and then dual-class, not using your experience until you get past the point of regaining your previous skills (meaning level 7 or 8), you can spend that profiency slot you gain on the specialized weapon. I tried this using debug mode.
Pretty silly, but gaining 3.5 atks per round with all the grand mastery bonuses AND get all the abiliteis of a level 8 mage is pretty wicked =P For the like, two battles it would be ready

If you don't want to start over, just Shadowkeep your alignment to neutral good and you should be fine.
