ok i have testet it by myself, the problem has nothing todo with v-sync. I think the background is a 2D image, and the translation of that image is not a 3D operation and is not optimated for high resolutions(the higher the resolution, the more pixels must recalculate) and the result is a kind of ingame tearing.
To reduce the problem you can setting down your resolution a little bit. (Maybe someone knows how to set the fullscreen resoltion)
The developoers should be informed aboud this, maybe someone can do this?
tommy Thanks. Finally some other thing, but already tried You can change resolution with your monitor settings. Here i get the same resolution in game, which i set on the monitor. The jumpy scrolling better at lower resolution , the lines remain. and i want the high resolution Because its cool, but need without lines.
@tommy - I really hope that was a serious attemtp at help, because every tweak I've seen so far has advised that "Triple-buffering" be set to off, because it causes screen flicker and inventory/cursor issues.
in generel im your opinion that tripple buffer should be set to false, but sometimes its can help
Yup. i did not talk about flickering. I experience at waters in the game, with triplle buffering (( Its secondary problem But definiately not a nice thing also.
Thanks for IGN, now you can see what i talk about. Go here to this website and watch the first video. In the first 1-2 minutes you will see the scrolling in the game with screen tearing and jumping.

Yes , with this video im also think that , a lot of people have this problem. But i liked scrolling a lot in old Baldurs Gate. So i see much this problem.
The fact is this game is not a failed product but someone who parades around the forums talking crap about the game because he is having issues; doesn't really deserve help. I'm sure there are reasonable people out there having the same issue and they would just simply post in the bugs section and wait for assistance. He is intentionally drawing attention to himself instead of just trying to fix his problem.
I try to fix. Its my 500. registration here in 1 week. Because i have ways to come back anytime. IP block not works against me etc. Now i have a nicer style i think than before.
For some people its failed, because its ok to get the same game, gameplay, looking etc. But some people waiting for better engine in 2013 soon. And i feel its not what the developers promised.
