    This is not a bug.
    You can talk to Narlen before or after speaking with Alatos. Depending on this, you may or may not access to some replies during the conversation with Narlen. For instance, the reply that starts with "Aye, you natty clapperdogen" is available ONLY if you spoke with Alatos. Same goes for other replies that check if you have talked with him or not.
    It worked in this way in the vanilla game as well. Moved to Not An Issue.

    You think that is a bug? You should have seen what used to happen when you finished Alatos's quest before Narlen's. It was quite the sight...
