Could a mod force 30 FPS during in-engine cutscenes?

Since my first ever BG2 playthrough I switched to playing at 60 FPS (double speed) just because it saves a lot of time over the full length of the game. However the downside to this is that in-engine cutscenes also play at 60 FPS but of course the voice acting doesn't so all lines end up getting cut off. Would it be possible for a mod to force 30 FPS during certain times like possibly whenever the player loses control of their character?

    Even if there is likely no chance for such feature it should't be controlled by mod. Engine should back to 30 FPS on every cut-scene if there is some ini variable set to 1. I also play at 60 FPS - you save a lot of time.

    Unfortunately I have no hope that something like this would be included in the engine at this point (just look at how long it takes for us to get regular patches) so that's why I asked if it could be possible with a mod.

    I'd like to see such engine feature. I'm always playing on 45 or 60 fps.
