    Imho, 9 is crazy fast to dual at, since BG2 has some pretty easy quests early on. 13 does take awhile though, especially for a full party.

    3 is nice in BGI because, if you're dualling to Thief or Cleric, you get an additional proficiency at 4. That means at Fighter 3/Thief 4, you can have ++++ in dagger. At Fighter 3/ Thief 8, you'll be a Grandmaster. Wow.
