In SOA shapeshift forms Fire,Earth Elemental have increased APR
Shapeshift Fire Elemental APR 1 (EE SOA 2)
Shapeshift Earth Elemental APR 2 (EE SOA 3)

    Are you using Jaheira to do this per chance? Yeah, she gets bonus APR for being a fighter. I tried to repro this with a pure druid and Jaheira and it only happened with Jaheira so I am going to assume that this is intended behavior.
