Problems with mouse

I just recently purchased a new laptop. It, of course, came with the infamous Windows 8.1. I booted up both Baldur's gates and Icewind Dale and my mouse won't scroll downwards. Other directions are wonky too and sometimes stop working. So I've been stuck using the arrow keys. Is this an issue with Windows 8.1? I didn't have these problems on my old Windows 7 laptop. Thanks for any help. It's quite frustrating.

    Are you playing in windowed mode - if so do things improve if you try fullscreen (Alt/Enter switches modes in-game).
