I post this in a way as to report the issue and help those that need help fixing it.

I went straight for Valygar in Umar HIlls, i accepted the quests to help the town and all but i decided to do some other quests, when i returned to Umar hills Lloyd was missing.

So to fix this, i enabled the cheat codes (theres a guide in the troubleshoot part on how to do this), then on the map of the town pressing ctrl + spacebar (which if the codes are enabled opens the text bar) and then type

C:CreateCreature("UHMAY01")

and poof the npc spawns, if he leaves the area go to his house and he should be there.

    Did you tell him to meet with the ogres to discuss trade? If you did, then he won't return until after you complete the main quest of that area.

    Meaning you would have to defeat the shade lord first.

    i did but he returned after resting. Before even going to the temple.

    Thanks, I had a similar problem in the latest build. Minister Lloyd was just nowhere to be found for no apparent reason. Hadn't even talked to the ogres – he just up and disappeared after the town square drama.
