Dorn and Neera quests doable at chapter 2 or 3?

in Baldur's Gate: Enhanced Edition
I talked to Taris at Nashkel and the quest didn’t have proceed.
Am I correct in assuming both of these characters trigger at chapter3?

    Dorn needs access to the other side of the bridge to Baldur’s Gate city, so it’s doable no earlier than Chapter 5.

    Neera has a timer/level requirement.

    Yes, it works purely on a timer.

    Thanks just reloaded chapter one and beat the ta,nari again lol
    Redoing chapter 2 is three maps and captain brage so not that big of a hit :o
