Cannot mouse scroll down or to the right in BG1EE v2.3 when zoomed out too far.

Whenever I'm zoomed out to maximum view, or up to 4 mousewheel zoom ups before that, I'm unable to use the mouse cursor to scroll the screen down or to the right in the area I'm in. Using the arrows on the keyboard at these same viewpoints seems to work fine for scrolling the screen around, but the mouse scrolling for those two directions doesn't work for me. Anyone else experience this issue? I'm sure it wouldn't affect many people as you generally wouldn't be in many situations to want to zoom the camera out that far, but it would be nice if every camera angle worked as intended because I do tend to do a lot of scrolling with my mouse in isometric RPGs.
