Sorry, I haven't done this quest or even gone to this area yet in BGEE.

But is Charleston Nib and some diggers around him suppose to start hostile? Because when I walk up to them and first see them they are, I thought you could talk to him and get a quest for him.

    That would be wrong... you should get a quest there. Maybe they got struck by lightning and think you are allied with the gods or something.

    ya, you should get a quest from him. It could of been an AoE gone wrong. Try reloading your autosave and see if they are still hostile.
