    This is from the wizards.com website, dated 2004:
    "Today in Toril, most people regard psionics as an ability possessed only by specific monsters, such as mind flayers and rakshasas. But in truth, anyone sufficiently dedicated can learn to wield psionic powers."

    This is from a 3.5 edition source but is relevant to the year 1372DR (BG starts at 1369?), which is close enough I think since psionics were only briefly nonexistent after the Time of Troubles.

    The fact that it was a 3.5 thing shouldn't be a big concern to anyone. After all, the sorcerer was a 3rd ed edition as well.
