Stinking Cloud and Cloudkill cast by Durlag's Doppelgangers not working

Expected behavior: in Durlag's tower on the second floor down (Durlag doppelgangers and trapdoors) there are various spells triggered by Durlag shaped doppelgangers that teleport with bits of dialog. These spells are a fireball, 3 stinking clouds, and 1 cloudkill. The cloud effects should cover their intended areas for their duration.
Current behavior: The four cloud effects no longer expand into their area of affect after being triggered by the end of the Durlagangar's sequence of actions. Instead they appear to simply hit the doppelganger and fail to expand. The fireball seems to be working though.
To my knowledge this only became a problem with the latest patch. IIRC it worked before that.

Fireball worked as expected, but when the Stinking Clouds and Cloudkill triggered they had no Area of Effect(!) And I also agree that seems to be new in the current patch.
