Only a forum moderator can make use of the "Promote" reaction. It's worth +10 cool points (which are calculated separately from your other points and have no in-game effect).
Yay...I'm the proud owner of a promote. Then again, the work I did on fixing the BAM files to enable the hardware cursor for Vista users was worth 50 promotes IMHO
It seems the easiest way to get a promote is be a moderator, beta tester, or team member, probably because if you're one of those thinks you're more likely to be making the kinds of posts that typically get Promoted (such as announcements, updates, etc.).
Sometimes a post gets a promote so that it gets to the top of the list in the Best of page. It's a good way to attract attention to important news or an answer to something that is getting frequently asked.
Basically, it's what mlnevese said. You can get one if a moderator or BGEE Team Member/admin feels like promoting something. I got a couple from EE Keeper. I like to think of them as post-it notes, but not actually pinning a topic. A topic is not a sticky, but the particular promoted post will appear higher in the Best Of section.

@SamuelVarg, post a really nice mod (that, coincidentally, a 'mod' would like to promote), or make some really useful software (take over one of the semi-active projects and start releasing updated versions). That's probably the best chance you have. Or 'host' another fanart competition with permission from the admins.
