Robe of Vecna allows you to overcome the APR issues with spellcasting, a little bit. Robe of Vecna + Improved Haste should lead to a pretty fast cast rate.
Robe of Vecna does nothing to improve the cast rate. Spells are locked at 1/round, all Vecna does it make them cast faster within that round. You still have to wait until you can cast the next one. The only way to increase the rate of spell casting is via Improved Alacrity. But even under IA you struggle to compete with melee damage...
From what I read on play it hardcore the only kit you can duel with is beast master.
"Only one kit can even do this dual-class, that being Beastmaster. Beastmaster/Clerics are kings of summoning as you can equip Summon Animal in it's various forms for every spell level but are extremely limited in equipment. They can only use clubs, slings and quarterstaves; they cannot use any armors heavier than studded leather. A regular ranger is probably better. You'll still be able to equip plate armors and can utilize maces, flails and hammers." - playithardcore.com

About the thread, that's a problematic question to do there, cos (I) it's a random thread, so any answer i got there hardly will be accessible to others with the same doubt, what would kill the prupose of forum individual threads. I revive this thread instead of making another as i saw my question too minor and compatible with the idea of this thread. (II) also, not being an featured thread, i didn't even knew the existence of it.
Does sword and shield works with war hammer (selected in ranged mode)+ Shield?
I don't understand this 'ranged mode' for axes and hammers. Is there some toggle I don't know about, which lets me decide to use throwing weapons as melee weapons?
For weapons that can be thrown or wielded (daggers, certain axes and hammer), right click on the weapon once equipped to select melee or ranged attack.
