@Iansoinet I know that, I was asking (and got the reply, thanks @SethDavis, I meant if they were the CRE with the fixed proficiencies, sometimes I mess up everything :S) if the CRE had the proficiencies or not. Also, unclassed enemies don't suffer from unrpoficiency.
Has anybody tried replacing the CRE files besides the people working on the fix? amazing work by the way... that's what's great about the IE gaming community.

I think that they were included in the 1.3.2032 parch for the beta, still I haven't checked so (duh). Edit: I had the a long time but I'm playing MP with another guy and had to remove em'.
Slightly off topic... would you recommend combining a fix such as this with a mod such as Sword Coast Stratagems... maybe something else? Anything that would make the game seem really balanced in terms of "fairness" and the like...

Only if you install SCS later, it should go fine, SCS modifies some proficiescies IIRC, but I don't think anything bad could happen, so, if you are sure, do it, it's a good idea. Edit: enemies without proficiencies won't get penalties in 1.2, only in 1.3.

...you mean won't get penalties in 1.3 as they're getting in 1.2, right?
No, in 1.3 they'll have fixed proficiencies and they'll loose the bonues to THAC0 that was erroneously given to counteract the unprocifiency. Most enemies will have proficiencies so it isn't very bothering.

Does this happen in both EE games? They added a bonus to thAC0 to all or some CRE to counteract the proficiency problem?

Yeah, in both. BG2:EE will have to wait a little before the 1.3 patch anyways.
The problem was that at some point, the BG1-style proficiencies (used for all creatures in BG and BGII) stopped being recognized by the engine for purposes of assigning bonuses and penalties. For this patch, we've fixed that problem so that the proficiencies already possessed by creatures in the game are recognized correctly.
So no creatures had to be altered in order to make this fix work; just an engine-side fix to make the creatures work the way they were supposed to all along.
So...as of the latest patch, none of the enemies in SoA have correctly allocated proficiencies? If so, using SethDavis's fix a few posts above mine will fix the problem, yes?
Seems odd that this hasn't been mentioned elsewhere when people are complaining about the serious bugs still present in the game. I always hear about how you can only go into Slayer form once or Jaheira's harper's call doesn't work, but if the enemies in fact still have no proficiencies (and haven't for 9 months) that would have a huge effect on the entire balance of the game.
Are there any other hotfixes I should hunt around for that aren't related to these three bugs?
Note that the 1.3 patch is not out for BGII:EE at this point, so it's likely the issue this thread has is still open.
To be honest @Antignition: Probably several. I'm just getting back into this after several months off, but if you look at the consolidated list of bugs thread (which I think has been kept up) several are marked with fixes in thread.
It may also behoove you to simply start top down through the most glaring issues that look game play affecting (i.e. Things that change the game system and not just "Dorn's dialog is looping!" issues) and check their respective threads for posts with fixes.
If you REALLY wanted to be helpful to the community you'd post back (or Private message me, either one) a list of all the threads that have bugfixes contained within them so I can update that consolidated list thread with notifications of which threads have bug fixes posted in them. In this way the entire community could go through the consolidated list and pull out the various bug fixes and apply them to their game installations.
