Who could be the worst ruler?

Just based in three posts in one of @booinyoureyes polls, if they had the possibility to, who would be the worst ruler ever? Just some selected NPCs that could rule really bad, some might be missing!

Kagain would make a close second. With his greed, he'd be way to easy for other, more evil organizations to manipulate.

Nalia! Alienates the aristocracy with seemingly progressive social policies that drain their coffers to feed the poor. Despite Nalia's apparent generosity, her lack of knowledge or intelligence creates little in the way of actual opportunities for advancement, leaving the masses increasingly greedy and dependent on handouts, leading to a large scale crime wave that she is powerless to quell without the support of the upper class and their private militias.
Honourable mentions:
Khalid - Signs the kingdom over to invading barbarian chief five minutes into his reign, lives out his remaining years hiding under throne.
Dorn - Initially conquers a few neighbouring kingdoms before being wiped off the face of Faerun by the largest military alliance ever to grace the realms. Brought together by their fear and hatred of Dorn's vile tactics, the new alliance ushers in an unprecedented era of peace and cooperation.
Edwin - Mutters his actual intentions during diplomatic negotiations, thinking nobody can hear him. Everyone can hear him.
Anomen - Totally benevolent ruler until one day he's forced to implement a mild tax hike. The mental trauma breaks his mind and he is eventually deposed after attempting to enforce Unicycle Fondue Week on pain of torture.
Aerie - Ugh, Queen Aerie, seriously? Noooooooo!
And so on.

@Loub I think that Cernd is even a biggest asshole, at least Vhailor fades from existence upon realization (I'm joking, but, Cernd is a complete asshole anyway).
@elminster I don't know what bad things could Volo do as a ruler, but he certainly isn't the best option. He's very charismatic, so he might achieve peace with enemy countries fast.

@Lemernis that's why I can't decide between Xzar and Tiax, with our mad gnome being a worshipper of Cyric it might go worst than with Xzar, still I'm undecided yet.

Loyalty is enforced by harsh methods, the most famous being the daily trial of wilting where a horrid wilting is cast on the assembled staff and guards - whoever dies was an enemy anyway! Visiting adventure parties are well advised to keep a low profile and stay in seperate rooms, otherwise they run the risk of finding themselves covered in a stack of webs followed by cloudkills and fireball to get their gear stolen.
Of course the reputation of the country is perfect since temples get a lot of government donations.

Tiax is a servant of Cyric, and that would never do, but honestly, he'll be assassinated in minutes. Xzar is similiar.
As for Sarevok, are we talking BG1 Sarevok or TOB Sarevok? Redeemed Sarevok, if he could find a country willing to take him, might actually be decent for the throne. BG1 Sarevok only wants power to spread the world in killing and murder and... well, yeah. At least most people think they have good reasons or good excuses.
But I think maybe the worst of the worst would be Vhalior, because that would almost be too realistic. All the other examples are mostly completely out there, fantasy fiction only, you'd never see anyone with that mindset near power in real life- but there are many men and women in this world dedicated to some ideal concept who wish to erase all who don't fit in to that ideal. Vhailor wouldn't only be a very bad ruler, he'd be a very frightening, too realistic ruler. And that's just no fun at all. (Or lots of fun, for the fanfic writers, I suppose.)
Sarevok just wants mass death. Terrible, still I think theres someone worse.
Korgan is pretty bad but you could probably just keep him comfortable and run things from behind the scenes.
Kagain would lust for power constantly and he'd be pretty terrible but I imagine he'd be reasonable enough given the right incentive.
Jan Jansen is in the same boat as Tiax and Korgan. Keep them comfortable. Convince them they're in charge. All problems solved forever. Just keep him busy with eccentric little projects.
Jon Irenecus is a tough one. All he wants is true immortality. Once he has that its hard to tell what he'd do. The real problem is he'd sacrifice people as if they were things to achieve his goals, but I still think there is worse.
Vhailor is a monster, no doubt about that, but at least he'd obey rules of law and not take advantage of them. Truth be told, he'd kill those who do.
My vote goes for Xzar. Irenecus uses people, Sarevok kills people, Xzar wants to do both those *while* torturing people. Remember his apprentices? He blatantly physically and mentally abused them for fun and left them a terrible mess. Afraid of their own shadows and lashing out without much provocation. Sarevok enjoys having power over people, but he seems like he'd leave you alive for only a little bit before murdering you. Irenecus sees people as tools, living under his rule is perfectly possible if you keep your head down I imagine.
Xzar doesn't want to see the world burn. He wants to see it burnt, but alive and broken, knowing that he could do it again at any moment and make it worse. Hes a true sadist.
Sarevok would be the best ruler, because out of those, he is the only one with pretty high intelligence (both literally and stats wise), you can reason with him and bargain just fine (ToB, anyone?), is very knowledgeable of setting's lore, plus able to defend himself and a full party of six better than ANYONE else, all at the same time! Plus he is the only one, who despite dying, did NOT loose his marbles throughout the entire course of the series, even if he lost everything, literally, and mostly from us; he even served under us! Redeeming qualities and change of heart is the best virtue out there!
Xhar is derranged, and if i remember correctly, dead from Harpers in dock district. A dead ruler is no good ruler; especially one easily killed.
Jan is a thief. As the imprisoned thief in the witcher 1 dungeon yells, "I am a simple thief, don't lock me up with the political prisoners, its a scandal!"! A thief, a small thief inventing up nonserious stories, would be content by stealing small things, inventing gear/gadgets and hiding himself from others around him; imagine giving him the ability to rule over others! Poor thing would be totally lost and clueless!
The dwarves are short, don't get romance options, usually disliked and mistrusted (Duergars), suffer charisma penalty, and usually live in hiding or underground. Rulers of the Underdark maybe, makes sense! But not of surface...
I don't know/remember who Vailor is, but still, Best ruler would be Sarevok, worst Irenicus, hands down! Worse even than Irenicus, probably only Amelyssan, the epitome of deceit, paranoia, cheating, theft, forgery and blackness of heart/mind. Irenincus had at least three dryads to knock off, relaxing properly preserved some basic brain activity normal and active! Amelyssan on the other hand...
Tiax would put the priesthood of Cyric in charge everywhere, although before long they would assassinate him because he'd probably exalt himself above Cyric. But then you're still left with Cryricists in control. A war would be inevitable, since the followers of many (just about all) other deities--and the deities themselves--could never abide that. So it would be one hot mess.
