The key to making Tiax, Quayle, Alora, Coran, Faldorn etc. useful is to get a mod that moves them to someplace that isn't insane, one which sets everyone to level 1 by default, and lastly one which syncs XP gain. Tiax at Feldepost's rocks face so hard it's not even funny.
The perceptions of usefulness to uselessness pretty much stems from NPC placement, I think. People undervalue Montaron, Xzar, Khalid and Jaheira because they're the "low-hanging fruit" who you have to encounter, more or less, right away, while the Cloakwood+ group is the opposite problem in that you already probably have a functional and symmetrical party going by that point and are loathe to drop or pick up any one of them.

That family +2 Prot ring of hers is under-appreciated. You could still wear another magical armor or cloak/ring/necklace for decent saving throws, and Fire is a nice type to resist.
I liked all NPCs for their potential to some degree. It makes me wonder something... about how the NPCs that didn't make the cut or HAD (key word HAD) to be axed for plot would've been handled in transition.

But yeah, other than that, I don't really dislike any of the NPCs as characters per se. Some are just more interesting/ useful/ entertaining (/hot) than others.
And do to the latest revelations on these forums, Minsc seems to be rather unloved. So yeah, I love Minsc, you can all go home *shakes fist*
Oh yeah, and Hexxat. She's amazeballs. And Rasaad. He's the coolest.
I like Imoen in both games as a character, but I have to admit there is something about her voice that drives me nuts - shades of fingernails on a chalk board, or rubbing a balloon ... shudder ....
