Existing behavior: When opcodes 146 (cast spell at creature) or 148 (cast spell at point) are used, the casting time not correctly modified by stat77 (MENTALSPEED) despite that the casting graphics duration is correctly calculated.

Expected behavior: Either the casting time should be modified by stat MENTALSPEED from items such as robe of vecna OR calculate the correct duration of the casting graphics if the casting time is not modified. I am more inclined to suggest the former behavior (MENTALSPEED modifies casting time and graphics).

Suggested method to reproduce this: Equip the robe of vecna (WA2ROBE) and try casting a spell from any scroll.
