Most actors are actually unclassed NPCs with the Acting NCP.
Bards will occasionally do acting, because they do have the skills, but they're not dedicated to it or anything and someone calling themselves a bard usually means they're versatile and can do a lot of things related to entertainment, where as someone who wants to call themselves something more specialized will also have less versatility due to more focus on certain aspects.
the but the thing is....anyone can get the Acting NCP. It's cheaper for rogues since it's in the rogue NCP pool, but there's nothing really to stop a wizard, priest, or warrior from buying it, if they don't mind paying extra proficiency for it.
Note that this is in my mind. Bard is now a loaded word. It means different things to different people. Still persist, at it's most simplest level, a Bard is a rogue that uses charisma over dexterity to succeed.
This is a quite succinct and apt way of looking at it.
