Custom Druid kits - Locked into Druid Proficiencies

Mod-only obviously, but still:
Custom Druid kits cannot choose any proficiency that is not allowed by the base Druid class. However, they still earn Proficiency points as if they could, resulting in extra Proficiency points that cannot be spent, and prevent the level up process from completing.
I assume this is an unintended part of the change to prevent Priests from taking a Proficiency they cannot use while dual-classed, and as such custom Cleric kits likely suffer from it as well.

Is this breaking existing mods, requiring them to be reworked.
Or does it prevent mods from doing the desired behaviour, i.e. they cannot be reworked.
(& is it just druids/clerics or could it also affect thief & mage as they also have weapon restrictions)

The lockout from being able to level up can only be avoided by using the same proficiency selection as the base class.
I tested Monk, Thief, Mage, and Sorcerer kits as well, they could all put proficiency points into any proficiency specified in WEAPPROF.2da, regardless of whether the base class had access to it.
