[Not an Issue] Scarlet ninja-to +3

The ninja-to is a weapon suitable for backstab though the game reports the scarlet ninja-to +3 is unsuitable for backstab when the thief uses the weapon with the HLA use any item. The scarlet ninja-to should be the same as any other ninja-to and be suitable for backstab.

    As a general rule, to backstab with a weapon, a Thief needs a melee weapon that is flagged useable by thieves.

    This weapon is flagged as unusable by Thieves. This is why it's unsuitable for a backstab. You can only use it by a Thief with UAI.

    So, this is not a bug but an intended behaviour.

    Same thing with staff of the magi I believe.
