#12308 Good Deva should be able to cast Chaos.

Repro steps:

1. Load attached ToB save game.
2. Have Cernd summon a Deva.
3. Tell the summoned Deva to cast Chaos anywhere.

Observed: The Deva does not cast Chaos.

Expected: The Deva should cast Chaos.

Notes/Relevant files: This only appears to affect the good deva (devagood.cre). The evil deva appears unaffected.
