Resurrection/Raise Dead not penalised in BG

After God knows how many years of playing this game I've only just noticed that a resurrected npc doesn't suffer a Constitution loss. Is this a change in editions subsequent to 2e (where a character permanently loses one point of Constitution every time they are resurrected), a deliberate omission, or an oversight?

The Infinity Engines have never enforced this rule... it is far too easy to bring dead characters back (the Rod of Resurrection, in particular, is far too powerful). Just think of it as a "House Rule".

I think there was a Feature Request not too long ago to try and implement some sort of penalty (either PnP based or otherwise).

For now most players who disagree with it either try to self limit or mod it in some way. (It seems like the sort of thing Spell Revisions might enforce)

It was only recently in ToB when I was forced to resurrect some party members that I noticed this. Previously I'd avoided it because I'd assumed (that greatest of all sins) that the normal rules applied. It does smell a bit cheesy doesn't it?

Very much so. The only penalty of any sort is that the caster is fatigued... which a quick nap will cure. (The Rod doesn't even do this!)

You can do it with the EE-Keeper, if you wish, i.e. lower the character's CON after he's been resurrected.

Yes, or self limit, but I'd be interested to know the original justification for ignoring this rule. It is after all fairly 'core' to the game that a significant action/decision has an equally significant consequence.
Not to mention 'realism' of course - but that's a different can of worms.

    I've found this thread: https://forums.beamdog.com/discussion/40356/raise-dead-and-permanent-constitution-loss
Does anyone know if anything came of it?
