(Found in version 3.1.3.0 on PC. I'm attaching a savegame where the party has recently traveled to Rubikon.)

The team has checked your report. It looks like this is actually the same behaviour as in the original game. Unless it causes any problems (like it prevents the main quest from being completed or Modron's stuff from being completed) its not a bug.
