Here is a save file of a levelled up half-orc cleric of Umberlee. You get the same non-functional water elementals at level 6 but the innate ability does work; also no air elementals. Thank you for getting back to me though I am wondering if it is a lost cause if it just on my end.
Also here are two screen shots: one shows that there is no air elemental as well as the bugged water elemental and the other shows that the level 6 water elemental is categorised as a level 7 spell;

My guess (a long shot actually) is that something happened during your install. I'll ask around to get more info, though.
Bear in mind that the best way to update a mod is by uninstalling it completely, deleting the older files, adding the new ones, and then installing. Weidu's reinstall function can lead to troubles sometimes.
Well I uninstalled successfully, EEkeeper was not open but I still have no water or air elementals. I have no idea what is going on. I thought about restarting my computer after uninstall? I really have no ideas left.

Well, this is utterly bizarre; I installed both BG2EE and the mod on my laptop, separate device of course and I have exactly the same issue. I am wondering if I should uninstall steam and reinstall now?, since Steam is the ONLY common denominator here since the bug occurs on my both my PC and laptop. I can think of no other explanation.

No (or empty) "override" folder in the game directory after uninstalling all mods / before installing any mods (less likely an issue if it occurs on separate devices). (There have been occasions in the past where Steam did not reset this folder to default settings - empty).
No (or empty) "backup" folder in each mod folder after uninstalling it completely / before installing any of that mod. (That you had failed uninstalls makes this one more possible).

Case in point; I freshly installed BG2EE on my laptop (never had been installed before) with no other mods and I still got no air or water elementals, which is utterly bizarre.
Bug fix: Conjure Air Elemental and Conjure Water Elemental should now work properly.

Edit: Weidu will keep telling that it is version 1.9.7.5 because I didn't update the .tp2 file with the new version - I'm kind of in a hurry. But as long as you download the latest version you'll be fine.
I really hate to be the guy to continually bring up issues but...the Vocal sphere, which is supposed to have Wail of the Banshee does not have it. It is not found under cleric spells. Not a big deal for me since I am not using that sphere atm but maybe something to look at later?

Actually it was removed for balance purpose. I forgot to update the Readme apparently.
And bug reports are always helpful, don't need to be shy about them.
I made a quick test and everything seems to be working just fine with the kit. It is a beta because i) was a quick test and ii) I will release other kits (Corellon, Moradin, Gruumsh and Lloth) and will make optimization in ClearAir.2da before the official release (what will take a while).

1) as a general rule, special priests of demihuman deities are not allowed to multiclass and Garl fits into this rule. But as I twisted the rules creating MC versions of Baervan and Baravar (to attend some NPCs) I've decided to ignore this rule and provide said kits based on the deity's profile.
2) the game has a limit of kits allowed and DoF will already go beyond this "budget" by far - a MC kit counts as any other kit for the purpose of defining this limit. Due to that I have to make some choices.
3) As there is already a good gnomish deity that allows CT (Baravar) - and probably another one on this pantheon - and based on what I read about Garl, I've picked F/C.

It's sound reasoning. Especially, as you point out, given Baravar and if evil Urdlen. Garl is also a warrior so it does make sense. Btw. unrelated but is Deities intended to work exactly the same way for BGEE as well as BG2EE?

My parameters:
BG2EE - Steam Version - latest patch (2.5.16.6)
DoF latest version (1.9.7.5) - no other mods included (as your last test were).
Running of an x64 Windows 10.

Are you trying to uninstall it with:
1) The game running?
2) EEKeeper open?
3) NearInfinity open?
I think EEkeeper might have been open? Let me try again.
Installing/uninstalling a mod usually alters Dialog.tlk
And like any other file in Windows (at least that I'm aware of), you can't edit it in a third party while it is open.
It's like trying to delete a .doc file while Word has it open.
I'm out of ideas too, but I'll ask around and try to provide a solution ASAP.

None of that would apply to my case afaik.
