Caster level when casting from scrolls

When spells are cast from scrolls, what level does the caster count as?
If Garrick at level 1 uses a magic missile scroll, it fires off several missiles so it clearly doesn't simply use the level of the character using the scroll.

In D&D, it is the level of the scriber of the scroll that matters, not the reader. In the AD&D 2nd Edition DMG, a rule is suggested to fix the caster level to one more than that required to cast the spell, with a minimum level of 6. I created a mod to change all scrolls to follow this rule: https://forums.beamdog.com/discussion/46720/scroll-caster-level-mod-now-part-of-eet-tweaks
EDIT: Tweaks Anthology has a mod that changes the caster level for scrolls to "0", which makes the game use the character's caster level.
