I'm no expert so can't tell you which item codes they have, but many of the bags of holding share the container area. Thus if you access them they will show the same content. If ie add containers from eekeeper, the first one in the list have a huge space which is unique, but the ones further down share space.
The good thing is that if different character have these bags, they can all access the same items which means less item swapping!
If you roll a character in TOB you start with a bag of holding that has a bunch of items in it. Maybe these are the bags - if the devs packaged them with different items based on character class, etc.. it would explain why there is more than one. Just a theory...

Not so sure. In NI the bags each have their own respective .STO file with nearly identical content. For instance Bag19.itm has a Bag19.STO; Bag19A.itm has Bag19A.STO etc. Though 19 has mostly armour where as 19A has only projectiles and a few scrolls.

You're assuming that "wasted bag slots" is a meaningful concept. The devs had to create a bag of hold full of goodies to give to x different configurations of characters starting TOB... so they made a different bag for each configuration, and plugged them into the game-start scripts.
So there's what, maybe a couple dozen bags in the game files? But there's nothing "wasted" when you can add a thousand more, as you see fit...
