According to the wiki you learn her name via an update in your journal when you accept the quest to bring bandit scalps to her.
Just be insolent / haughty to her at your first meeting.
"I care not a whit for your name and title, Officer Vai . . . " is answered with
"Then call me Jessa . . . To be perfectly honest, [CHARNAME], my contingent and I are cut off . . ."

I've never really thought about it before but Officer Vai is hardly a credit to the Flaming Fist. She and her two underlings are lounging in luxury in the Jovial Juggler, with a seemingly limitless amount of gold at their disposal, while other members of the group are out patrolling the roads for bandits, hunting down deserters , attempting to arrest drow fugitives and apprehending people who steal from stores and houses. She claims to be cut off but everyone else seems to be going about their duties as normal.
Not that this will come up in the game of BGEE, but in a pencil/paper game....erm....how, exactly, does Officer Vai know that those are *bandit* scalps? You could just bring her a whole bag of scalps and she'll pay you for them....without asking you where and how you got them.
Or am I the only to have that thought process?
All bandits are blonde so I guess she does have that to go on. Presumably she would start asking questions if you turned up with a bunch of brunette scalps.
