The guy from Ummar Hills appeared in Underdark after i have killed the overmind and have freed the slaves.
Ain't that weird? I see info on the internet that anyone had seen Jeb appear in Underdark in the history of the game. WTF?

My first question would then be: do you use any particular mod? Because I noticed that in the cases I saw, it often dependend on some mods. I think a few mods may change something internally, perhaps they confuse the maps or something like that. For instance, a few months ago I had installed Acifer's light house mod and the mod with water district or so; I am not sure if either one changed anything, but suddenly on top of the light house I would see NPCs that came from the water district.
I can not say whether this has anything to do with the issue you described here, of course, but there may be factors that could cause the above. If you do happen to play a new game run through, have a look at the conditions when it happens. I think that a mod would be the most plausible explanation here but perhaps even in a vanilla setting, some bug could happen. You could also try to search more generically, e. g. NPCs appearing in wrong places - I think you may find more results and could perhaps abstract away from this to the situation. A second question would be if you only notice this one NPC or others; in my case it were more NPCs, and I had both standard NPCs and also unique NPCs relocate. Sometimes I also have cloned NPCs e. g. two of the same NPC appearing next to one another; I had that with Skitia's NPCs, but another mod was causing the problem (and also reinstallation issue - weidu is very strange, I was surprised that everyone uses it. I don't think weidu is quite perfect, the reinstallation steps fail for me when there are faulty mods. Once I stopped using those mods, most issues I had before went away and it is only a very few mods that are problematic - at the least this is what I found so far; you can also read up on some explanations of issues e. g. Argent77 explained that in another forum with regard to one item mod).
