Sunfire spell not working as described?

Im using NearInfinity to look at the sunfire spell (SPWI523.SPL). As far as I can tell it has two components, SPWI523 for the initial spell and SPWI523D for the damage.

The spell as described is basically a fireball that goes up to 15d6 centered on the caster. But SPWI523D tells a very different story...the damage it does is split into half, the first half has no save and the other half has a spell save with "action:default" instead of "save for half".

Most people dont use Sunfire as it kills your party, but its pretty interesting that the spell doesnt work as described...

    That was normal. Originally there was no "Save for half" mechanic. Anything that offered a save for half damage did so by dealing 2 packets of damage, with one of them offering a save to negate.
    The EE's have altered most if not all of them into single-packet "Save for half" damage as of v2.5.

    So if it says action:default then it means save for half?
