PWs on Consoles

Hello all,
I have just read the news of the 25th where the consoles functionalities on launch are explained (see here)
So, it looks like that on launch, console players will only be able to join the following PWs:
  • Arelith
  • Ravenloft: Prisoners of the Mist

Is it a "temporary" solution you adopted to allow console players to have a couple of PWs to connect to ad day one? OR is that a permanent limit and other PWs will never be accessible from consoles?
Also
PS4 is not getting PWs on launch (unless i have read it wrong), is that another day one limit, or is that permanent?
