Doing mods is not a simple matter.
It would be very helpful if Beamdog could make some kind of universal tool fully compatible with BG:EE and BG2:EE.
Is something like this (probably after BG2:EE release) possible?

you mean something like the Aurora Toolset in NWN1?
I doubt it's that simple because InfEng does not use tiles but rather a layer of environment graphics (which you need to GIMP/PShop) plus walkmesh definition (also a BMP file).

They do and they are openly available. DLTCEP and Near Infinity.

We use the same tools that anyone can use below.

Latest WeiDU - Check the PPG forum for updates.
    Latest Near Infinity
    Latest DLTCEP

As for an all-in-one editor - I know there are some modder/programmers working on such a thing, but there is nothing official from Beamdog. Near Infinity has been drastically improved and it is being updated regularly now. DLTCEP and WeiDU have been updated every week or more to be compatible with the EE.
