What is shown in the character sheet (or frankly in character animations) isn't necessarily reflective of what is actually happening in terms of APR. Look at for instance a fire salamander form (for avengers). It has the haste opcode active and its listed as having 1 apr but if you attack with it it gets a whole bunch of attack animations each round (but mechanically you only get 1 attack every 6 seconds with it).
That looks really bad, by the way. It probably shouldn't have the haste effect on it at all until BG2:EE.

Yea it looks bad particularly if you are using pause at end of round because you have a "round" (the "haste" makes rounds 3 seconds long) where you won't do any damage (first 3 second round you get your attack, second one you do nothing).

Yeah I will probably report that eventually. What is going on is that it is using a haste effect style that is set to 'movement rate only' (as opposed to 'normal' or 'improved') which is probably what the original boots of speed used if I understand CamDawg correctly. Another problem I notice with the salamander is that in BG2:EE it still uses the exact same syle haste as it uses in BG1:EE which looks just as bad and is also seriously underpowered for BG2 (probably blocks other hasting methods). I think I may suggest removing the haste effect from the BG1 version and switching the style of haste to normal in BG2.
