We actually just had a meeting about this, and our plan is to hold beta testing via Beamdog and Steam. Steam's beta will require a password, Beamdog will follow a similar format to BG:EE's 1.3 beta (i.e. fill out the survey, we set you up with beta access). Our internal count shows 290 people who currently have access to the beta through Beamdog already. Beta access on Beamdog will be Windows and Mac only; Steam will have beta access for Windows, Mac, and Linux.

I seem to have access to the BG2 beta. Back when I filled in the application for the BG1 1.3 beta there was also an option to apply for BG2 (which frankly interested me far more), so I ticked that box as well. I never got an email confirmation or anything, but when I logged into my beamdog client a few weeks later it seemed to be there already on my account.
@CField17 the android beta has been canceled. @Jourdiz please dont ask questions related to beamdog internal processes or release dates in this thread @notking the beta has not begun, it will be clearly posted when it has. That is the number of people in their system that are registered and have access to their previous betas through the beamdog client. These people (i assume) will automatically be entered in the new bg2 beta pool. They will send out/ask for new applicants when they are ready. You wont need to ask. Steam beta applicants will enter a code most likely posted on these forums prominately (like with bg1 linux beta) when it starts. Instructions will be posted.
@dee ive gotten conflicting info on the topic of whether IWD features, engine fixes, and whatever else was done will be ported to bg2ee 1.3. Can you clairify with what you know, or can say, either generally or specifically? Maybe just "engine fixes: yes" and the like unless you need to separate major stuff from each other would work.

For the most part you won't notice these changes during play, but you'll see hitpoint values on portraits like you do in IWD:EE. Modders will also be able to port over spells from IWD:EE using the new spell opcodes.
We're getting very close. The release notes are currently awaiting WotC approval (the document clocked in at 37 pages), so when we start the beta we likely won't have a full list of changes available immediately, but we'll put up a summary so that people can see what sort of changes to expect.
A short update: we won't be able to beta test through the Google Play store. Once the patch is released it will be available for purchase on Google Play, but you'll need to wait until then.

I purchased BG2EE yasterday in that platform but i want to play it in spanish.

A few years ago I would never have imagined this happening. I cannot honestly even begin saying how happy I am to hear this as a modder. Thank you BeamDog for all the hard work you have put into this to make this appealing both to the gamers and modders.

How long will this beta last? Is the full release going to take a while after it ends (weeks?) Or can we expect it relatively soon?
You should probably read the original post. Specifically the part about not asking when the patch is getting released (which is effectively the same as asking how long the beta will last). When that information is known Cr4zyJ will post it.
I have 1.3 and can really see a difference in the graphics.. so much cleaner.. I love that, and the pathwalking..
My question is.. has 1.3 somehow affected my mods? I only a few installed.. and yet.. now instead of getting dialogue options.. I am getting something like...
