Bala's axe is lowering magic resistance

Is this an intended effect? I am still in irenicus dungeon. I'm using the Axe given to me by the genie. The text is very clearly showing a pretty frequent lowering of magic resistance directly following a hit from the weielder, although I have yet to see it cause miscast magic. I also cannot figure out how to activate the once per day dispel magic.

I had the same thing happen to me, so I also wasn't sure if it was causing Miscast Magic or not. Once I had Korgan take a swing at Jan, however, the icon on Jan's portrait clearly indicated that the blow caused Miscast Magic.

Have him chop Viconia a bit and check if her magic resistance is lowered?

Just got one of my characters to drink a potion of magic resistance and have my main CHAR chop him with Bala's Axe, and although its stated "Lowered Magic Resistance", it doesn't actually do that. It does effect 'Miscast Magic' on the target though.

This is apparently a bug/glitch and its upsetting that Beamdog hasn't fixed my favourite axe! And they also neglected to fix the missing Dispel Magic ability as promised by the text inscription! Should I report this under the BGII:EE Bugs?

@johntyl is precisely right. They just used the wrong string for the miscast magic effect. It has no effect on MR, but does cause a 100-second 80% chance of spell failure on a failed save vs. spell at -2, though magic resistance can block the effect.

It actually causes spell failure for cleric spells, as well. It's a pretty powerful axe, since, unlike Silence, which can be easily countered by Vocalize, a mage can't easily cure him or herself of spell failure.

Yes, exactly. I have a go at Jaheira too and she couldn't cast her spells (was this implemented in BGEE as well? can't remember). Coupled with Jaheira or Misc's 'Doom' spell, any magic-casting creatures are very likely to be affected by Bala's axe! That's why I love it to bits but sadly Beamdog is not treating it with the love it deserves! :((
