If my CHARNAME is a Barbarian and/or has an Intelligence score of 8 or less, then I'll roleplay that person as being illiterate. In that case I will not only *not* read any kind of books, parchments or letters... but also won't use the game's Journal. At all.
On the other hand... if my CHARNAME turns out to be a Bard, Mage, Cleric or some seeker of knowledge, then I'll have him/her pillage every single bookshelf and read every book at least twice per game chapter.

When I was younger though, I could spend an entire weekend gaming. Aah, those were the days..
When I first did the quest I was super excited that he was giving me a book he thought I would enjoy thinking that it was a stat tome, but NOOPPPEEE... thanks Bioware.
I tend to read the titles of the books at least and figure out why the person that owns them would have a copy but besides that, I hardly crack them open.
I suppose it depends on the mood, sometimes you just don't want to go and kill yet more stuff.
I enjoy them a lot, they make quite an atmosphere.
