Yes! Finally!
1) You can kill Gallchobair and his fellow bandits in BG1 (the Sword Coast) but he is back in BG2 primarily armed with a bow (I believe he only uses a sword in BG1) 2) This was a clue to the location - the Sewers in the Temple district, and the fact that he is in a group with a boss (Tarnor the Hatchetman is the leader and does all the talking). 3) In BG1 Gallchobair demands your life as the toll, but you can pay him off with all your gold. In BG2 Tarnor is willing to back off if you pay just 1,000 gold.
And I did say that somebody was very close with an earlier guess - that was whoever guessed Tarnor the Hatchetman: Gallchobair is literally very close to him!
No one has got it yet. Bodhi fits hints surprisingly well, now that I think of it, but is nonetheless wrong. I expand hints at some point.
And even I didn't know who Gallchobhair was in BG1 and I knew to check

Take "nothing" very literally, "worst of fates" from desired characters viewpoint and the third hint is something he (or she) pretty much says to the CHARNAME.
Simyaz is, for you who don't know, the githyanki who sinks your ship and helps you to escape from illithid enslavement when tracking down the silver blade.
"I've survived nothing" = the githyanki live in astral plane that is big, vast, infinite nothingness "I've survived the worst of fates" = githyanki knows no worse fate than being a slave to illithids "I'll survive you too, I think, if need be" = he claims that CHARNAME surviving the prison break does not mean pro_hisher can win him
I actually wanted to make something about Dak'kon's zerth blade but 1. it was not "who" but "what" 2. I could only think up hints that required knowledge about PST
