Founded to mark the place where the drow first descended, full of various pleasures like slaves, gladiator pits, and an optional sexual encounter, and of course they're heavily involved in Irenicus's attack on the surface elves.

As for Hexxat the second line doesn't fit her plus there is the plural form that is being used but its possible that it is one of Bodhi's vampires that you meet in chapter 2 doesn't one of them say something about the taste of being one of them or something like that.
My answer: the hell trials
a) the cost of losing your alignment - there is a price for things that must be paid in blood (stats) b) doing evil deeds is tempting especially for some of the weapons c) pale ones refers to anyone that is good without stain - and falling or becoming evil is a nightmare.
"going down" is a synonym of "descending", the term BG2 uses a lot when describing Ust Natha and its history "the pale ones" - if you speak to drow in Ust Natha, you will read that they call surface elves exatly that

@RelSundan It's a gnome you meet in Baldur's Gate if you are arrested and sent to prison in chapter 7. He helps you escape. You meet him again in BG2 in connection with the Sir Sarles quest.
