I'm probably alone or in the minority in this, but I would take the normal (non-magical) arrow stacks away completely. I think it would be much easier and fun (from a video-game point of view) assume that your character just has the quantity of normal arrows that they need to shoot, without having to keep track of them (that simply means stocking the character's inventory with arrows).
Same goes for normal daggers, darts, bullets and thrown axes.
I know, it's not realistic, but... Well, it's game in which I assume that I'm the son of a fictional deity, I wouldn't care that much about realism if it helped to improve the enjoyment I get from playing the game (or, in this case, to contain the frustration... It's a game, it's suppose to be fun!). Plus, there are worse inconsistencies that this (for example, if I kill some innocent in the woods alone, how come my reputation goes down anyway? Or a single character that carries 16 plate armors in their inventory...).
Magical arrows (and darts, etc) are another matter, and it wouldn't be a problem for me to micromanage them, since they are "special" in some way, and cost much more than normal ones.
I still go for a slider in the game play menue (or somewhere else), letting you select the amout of the stack for each play-through. Can't se anything wrong with it? If you want 40 for one game, you can have it; as well as 100 for the next if you like.
To everyone who says "having more than 60 arrows in your quiver is not realistic": It is also not realistic that once I fire an arrow it is lost. It would be realistic if after a fight I could get at least 50% of the arrows I fired - maybe more. However that would be harder to implement into the game engine, so I think it's better to stack arrows at a higher number. (40 would be enough, but I would not be disappointed wit infinite stack either...) Also in a magical world with bags of holding and the like, it is "unrealistic" that we do not have something like a "never empty quiver", something like @Mirenheart mentioned.

In Baldur's Gate 2 there are three such infinite quivers, one for each type of ammo. They start out as +1 quivers, but can be modified later to +2. Due to the trouble carrying large quantities of ammo and the hassle of switching them out of the ammo belt, I rarely use anything else.
it's ridiculous that people are concerned with how many actual arrows fit in an actual quiver IRL guys... neither 40 nor 20 arrows fit in any real quiver. think 10, a dozen maybe.
I would simply love it if I clicked on an ammo pile, it instanly went to my ammo slots... least restocking would be quicker until I got hold of an unlimited quiver!
The devs of old mixed 2 concepts together me thinks. Realisticly one had mayhaps 20 arrows hunting and maybe also in battle, but that means one could pasify or kill a creature with just 1 arrow, here in DnD it takes WAY more even with crits later on, therefore the relative amount must be much higher.
Each Ammo slot should have least a stack of 200, and more ammo slots thanks, it's VERY annoying to have to switch all the time. On the flip side spellcasters shouldn't have arrow-ammo slots.
Stacks of 40 arrows are OK And maybe hidden some hidden Quiver Belt and Bag of Gems (not sure if those are original names of the items) in some dungeon. If you want unlimited ammo stack, install mods.

realistically, one did not have 20 arrows in their quiver. that'd be one gigantic quiver it's not about realism, never has been. it's about making the player think about conserving ammo and not run around shooting everything with slings and bows all the time. but it's a stupid decision on the designer's part.
frankly, there should either be no common arrows, or they should be significantly more expensive
