I see Near Infinity and DLTCEP missing from the list of mod tools. These have been updated regularly for the EE even though there are still some formats they can't read. They are still the best tools we have. I don't have the latest links except for DLTCEP

@Cuv the latest version of Near Infinity I can find is from July last year, available in http://sourceforge.net/projects/nearinfinity/files/nearinfinity/
