@typo_tilly I do the same thing. I usually give the boots to my main melee NPC (usually Kagain with the Gauntlets of Dexterity) and then put them on my thief when looting or scouting.
Magical armor and boots change their shape and size to suit the wearer :-) I give them to party tank as well, Khalid now has it, with that 19 str belt, full plate, helmet of defense, and varscona he is pretty solid.
I usually give them to my Charname. I also give them to Aerie a lot in BG2 since she becomes INCREDIBLY useful (especially later on) having almost every spell in the game. Not to mention with the robe of Vecna and the Amulet of Power she can churn them out really fast. Run into the fray with a heal spell cast really quick and run back out before she dies. Dart about combat dispensing spells as needed. She is really awesome with boots of speed.
I give Boots to Melee characters, then ranged characters, followed by casters. Melee first simply because of how much damage you gain at the start of combat by gaining attack time over walking time.
I'll occasionally move them over from melee to ranged if they are getting engaged on by melee enemies.
Either a melee character or a thief with good backstab abilities, especially if the thief i Charname. Hit and run! This way you can backstab though an entire hostile party without a scratch.
Generally a thief....the extra speed MASSIVELY increases their combat power by making full str BS much easier to pull off and much more frequently. A fighter gains a little bit of benefit, but not nearly as much as a thief does.
I fire off a spell and run in there to finish the job before they can fire back. Being almost immune to spells, mages have no chance. Last time a spell worked on me was Sils Dire Charm....since then...nothing. His AC is lower then any of my fighters at this time...and his THACO is the same a Khalieds. Mages beware !

One pair is from the assassins outside of the Cloakwood Mine. PROBABLY HARDER THAN DAVAEORN LOL The other pair is from those two *******s that poison you in Baldur's Gate.
I give the boots to my main tank and damage dealer. I usually have him with crazy high defense so he can just fly into melee while distracting hostiles and giving other characters to catch up and start pelting with arrows, and if he takes too much damage then he can beat an expedient retreat
I got a noobie question about those boots actually... do they just provide a movement bonus, or do they count as a haste spell, which increases attacks as well as movement? Maybe I didn't pay attention in BG EE and it was always there, but in BG 2 I noticed that when equipped, Charname gets a haste symbol on his portrait...
Obviously if the boots count as a permanent haste spell, then they are even better than I thought, and I'd imagine you'd make the most of them on a melee character. If they were only for movement, then maybe a scout?
It's just movement, but they're still very useful, both for melee classes(i.e. just running past the enemy fighters and killing that mage before they catch up with you) and ranged classes(kiting).

Btw, when I play with a party I tend to give them to 2 archers. So they can play ping-pong with the enemy.
