Though Phil does still have that official saving throw penalty to saving against anything. So if you can find a way to get through that 90% chance of spell failure you'll have a slightly better chance of him avoiding a save.

A spell trigger with Pierce Magic + Doom + Greater Malison followed by Dire Charm might do the trick.
